On the horizon

Negeri Sembilan is planning the Seremban and Port Dickson area towards a modern state by 2045, guided by the State Economic Development Masterplan. The maritime sector is one of the state's focus industries, especially in the Port Dickson area.

NS Maritime is the state's maritime joint venture company and the port operator in Port Dickson waters, working with NS Corporation for that maritime future.

Our purpose

NS Maritime Sdn Bhd was incorporated on 23 July 2021. Under the joint venture agreement between NS Corporation and Don Maritime Sdn Bhd, signed on 9 January 2023, it is the joint venture company set up to act as port operator and provide marine services at terminals and jetties in Port Dickson waters.

NS Maritime is a strategic business partner of NS Corporation and a Negeri Sembilan state government linked company. It is a member of the Don Maritime Group, which is based in Port Dickson.

The joint venture agreement of 9 January 2023 is between NS Corporation, representing the Negeri Sembilan state government, and Don Maritime Sdn Bhd. As the state's maritime joint venture company, NS Maritime offers port management, jetty operations, ship lay up, marine services and emergency response in one place. It works with NS Corporation, the state government and the Marine Department of Malaysia to grow maritime activity in Port Dickson and bring new income from it to the state.

Mission

The company's stated mission is to strengthen the state's maritime capability, including its jetty terminals and designated ports, and to develop the Negeri Sembilan coastline, especially Port Dickson, into a maritime economic corridor. Its work supports the state's Blue Economy Strategy and the Malaysia Vision Valley initiative, which links development “from the mountains to the sea”.

What the joint venture covers

Under the joint venture agreement between NS Corporation and Don Maritime Sdn Bhd, NS Maritime is the company set up to act as port operator and provide marine services at terminals and jetties in Port Dickson waters. Our work falls into four areas: port management, jetty operations, marine services and emergency response. In Port Dickson we provide or arrange:

  • Port management through NS Port Control, which plans and coordinates marine services for vessels arriving at and leaving Port Dickson. See Port management.
  • Oil spill response, marine fire fighting and rescue on standby for the terminals, anchorages and jetties. See OSR, fire fighting and rescue.
  • Operation of the Port Dickson passenger jetty and the NSC jetty.
  • Hot lay up at two approved anchorage points off Port Dickson. See Lay up.
  • Marine services for jetty and terminal operations: mooring and unmooring and stevedoring.
  • Pilotage and towage, delivered through the Don Maritime Group.

Our role as port custodian

We look after the day to day running of marine services and jetties in the port area, and coordinate vessel movements with the Marine Department. The Marine Department of Malaysia remains the port authority, and Customs, Immigration and Quarantine (CIQ) clear vessels and crew. We work alongside them.

NS Maritime is the port operator, not the port authority. The Marine Department lists Port Dickson under Negeri Sembilan in its Central Region. Port circulars for Port Dickson are issued from the department's Port Dickson marine office at Jalan Raja Aman Shah, 71000 Port Dickson.

Customs and Immigration have offices at the Port Dickson passenger jetty terminal, alongside the Marine Department, the health office and the Department of Agriculture. Clearance is set out in the Guide to Port Entry.

Our main working relationships:

Marine Department of Malaysia
The port authority. It approved our lay up area, and an operating approval is sought from it for every vessel in lay up.
NS Corporation
Joint venture partner since 2023, representing the Negeri Sembilan state government. Owner and lessor of the NSC jetty.
Don Maritime Sdn Bhd
Joint venture partner since 2023 and our marine operations partner.

The jetties we operate

NS Maritime operates the Port Dickson passenger jetty (Jeti Penumpang Port Dickson). The terminal is owned and licensed by the Marine Department of Malaysia.

Since August 2024 NS Maritime has leased and operated NS Corporation's jetty in Port Dickson, the NSC jetty. It is the former Port Dickson railway jetty, first built in the 1890s: a fixed jetty with a reinforced concrete deck on piles, 182.9 m long with a 46 m face, lit by 18 solar powered lights. The piles are steel. A lease condition survey was made when the tenancy began, on 29 August 2024. At the NSC jetty we provide:

  • Berthing alongside for company vessels and approved, registered boat operators.
  • A standby berth for boats between jobs, close to the Port Dickson anchorages.
  • Crew and passenger transfers, with a new embarkation ladder for safer boarding and landing.
  • Alongside time for maintenance preparation and operational support.
  • Security: restricted access, routine patrols and watchkeeping from our vessel at the adjacent jetty.
  • Emergency cover from NS Maritime's oil spill response, fire fighting and rescue.
  • Upkeep: monthly housekeeping, structural inspections and ground repairs.

Boat operators can apply to register to use the NSC jetty. The particulars of both jetties are on Port Info, with the full NSC jetty particulars.

Lay up points

NS Maritime has two lay up points off Port Dickson, approved by Jabatan Laut Malaysia (Central Region). We applied to the Marine Department for the lay up area in March 2025, and lay up activity began the same year. Lay up gives ships a place in Negeri Sembilan waters to wait between assignments, undergo maintenance or meet regulatory requirements, for short or long periods.

Each vessel's lay up needs an operating application to the Marine Department, which we prepare and submit for the owner. During the stay we arrange vessel supplies (bunkers, fresh water and ship stores), access to maintenance facilities near Port Dickson, crew support (hotels, logistics and services in Port Dickson), towage, pilotage and mooring boats, and shipping agency through the Don Maritime Group. For each stay we prepare a standard operating procedure, an emergency response plan and a risk assessment. Pilots and tugs from the Don Maritime Group bring the vessel to her lay up point, and a 24/7 watch over the vessel and emergency cover run until she leaves. The positions and depths are on the Lay up page.

NS Port Control

NS Port Control is NS Maritime's coordination desk. It assists the port authority with communication to vessels during arrival and departure, plans the deployment of marine assets and pilots, and provides information to the terminals. It plans the pilots, pilot boats, tugs, mooring boats, mooring gangs and land transport together around each arrival and departure, and advises the authorities on the pilot boarding schedule.

NS Maritime runs a vessel traffic management system (VTMS) on a voluntary basis. Its proposal to the Marine Department of Malaysia for an official Vessel Traffic Service for Negeri Sembilan waters, NS VTS, has not yet been approved. We are working with the Marine Department on its requirements for vessel traffic services in Port Dickson. See Port management.

Safety and standards

  • A method statement and a risk assessment are prepared for each job.
  • Safety and pollution control measures are kept in place throughout operations.
  • An operating approval is sought from the Marine Department for every vessel in lay up.
  • Each lay up stay is planned in a standard operating procedure, an emergency response plan and a risk assessment prepared for that stay.
  • Oil spill response, fire fighting and rescue cover is on standby for the anchorage throughout each lay up stay, and for the NSC jetty.
  • Access to the NSC jetty is restricted to authorised people, vessels and registered operators, with routine patrols and watchkeeping.

Don Maritime Sdn Bhd, which delivers pilotage and towage, is certified to ISO 9001:2015 (quality management system) and ISO 45001:2018 (occupational health and safety management system) by NIOSH Certification.

The area we serve

We work in Negeri Sembilan waters off Port Dickson: the terminals and jetties, the single buoy mooring, the anchorages and the two lay up points. They include the Hengyuan refinery jetty, with three berths, and the Petron single buoy mooring off Port Dickson. Every facility, with its operator, is listed under Facilities on Port Info.
